Incumbent will serve as a Manager within one of the Community Care Centralized Processing Units. Incumbent is the recognized expert in all matters of community care entitlements. He/she provides budget management and financial guidance for community care, a major, unstable program and must demonstrate skill in estimating costs, obligation amounts, actual costs, overpayments, underpayments, and various payment schedules. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Assess the operational needs of the unit and redistribute, re-prioritize and re-balance workload. 2) Manage resources to meet the many conflicting demands and deadline imposed upon the unit and to ensure maximum productivity. 3) Submit recommendations to improve processes, understand laws, regulations and policies, budget reimbursement schemes, strategic planning options. 4) Provide education to all stakeholders on community care programs, policies and standard operating procedures. 5) Analyze, extract, summarize, and identify significant trends and issues. 6) Conduct regular reviews to assess effectiveness, compliance with legal and regulatory provisions, and the achievement of organizational objectives. 7) Establish reports in estimating costs, obligation amounts, actual costs, over-payments, underpayments, and various payment schedules. Physical Requirements:
The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
