Program Analyst

As a Program Analyst you will participate in defining and implementing policy options in the development of new programs and ensures programs are administered efficiently, cost-effectively, and in compliance with appropriate regulations and laws. You will also be responsible for conducting studies, statistical and financial analysis, and providing recommendations to improve management of resources and mission effectiveness, and administers management programs.The duties of the position include but not limited to:
Defines key policy issues and priorities Evaluates alternative agency strategies, and makes definitive recommendations to senior management Analyzes new or amended legislation develops regulations and/or standards covering programs/activities/functions for which the agency has responsibility Participates in the development of VA policy, including the creation of directives, regulations and operational handbooks Develops and recommend changes in program objectives to ensure sound utilization of manpower, money, and material resources Performs extensive inquiry into a wide variety of significant issues, problems, or proposals Experience utilizing quantitative methods (cost benefit analysis, design of computer simulation models, statistical analysis Investigates, develops, recommends acceptable solutions to assist in the research of congressional, and other correspondence which pertains to the multiple programs administered through OCC Experience preparing a variety of analytical reports, memoranda, and written materials on public policy issues within the healthcare profession Experience presenting formation to directors and staff in a succinct manner Evaluates tentative study findings Skill in drawing logical conclusions and identifies omissions, questionable assumptions, or inadequate data in the analytical work of others Ensures programs are administered efficiently, cost-efficiently, and in compliance with the appropriate regulations and laws Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

You may substitute education for the required experience. To qualify based on education for this grade level you must have:
(GS-07) One full year of graduate level education or superior academic achievement (GS-09) Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related . OR, Combination:
Applicants may also combine education and experience to qualify at the GS-07 and GS-09 levels. The applicant's experience will be computed along with the education required for the grade level as a percentage. The two percentages will then be added. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-7 and GS-09 You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
