Security Specialist (Force Protection/Anti-Terrorism)

The primary purpose of this position is to serve as the Joint Force Headquarters (State) (JFHQ-ST) force protection security specialist for anti-terrorism and related physical and operations security policy and issues, handling of law enforcement sensitive information, managing assigned program areas, directing studies and reviewing, revising and implementing force protection policy and projects. The organizational location of this position is in the Office of the Adjutant General, Personal Staff. Serves as the JFHQ-ST authority and expert on all matters involving force protection (FP) and anti-terrorism (AT) requirements, policy, procedures, program status and serves as the conduit of information between the intelligence community and local state and federal law enforcement. Serves as the focal point to coordinate, de-conflict, and integrate various force protection staff initiatives, policies, and activities within the state. Serves as consultant to the Adjutant General, JFHQ (St), and unit commanders on force protection. Establishes working relationships with local, state, and federal law enforcement agencies operating within the state on behalf of the Adjutant General. Conducts intelligence integration and information operations to assess potential threat and creates JFHQ-ST FP/AT program. Prepares FP/AT plans, templates and planning tools for subordinate units, writes comprehensive anti-terrorism plans considering Weapons of Mass Destruction, directs the use of Random Anti-terrorism Measures to protect personnel, installations and Geographically Separated Units (GSU's), conducts anti-terrorism resource management to prioritize and generate protective measure requirements and Combating Terrorism Readiness Initiative Fund submissions. Reviews practices and activities to ensure compliance with directives and integration with other security and related programs. Provides recommendations, briefings, updates, and staff studies across a broad range of security specialties to influence installation-level decision-making and policy development. Manages and serves as the approval authority for the installation Core Vulnerability Assessment Management Program (CVAMP) database. Oversees the data entered by the CVAMP administrator for accuracy, content, and entry completeness. As the JFHQ-ST Commander's delegated CVAMP representative, ensures the setting of final priorities of CVAMP entries. Receives filter, focus, and fuse information from military intelligence sources, publicly available information sources, and local, state and federal law enforcement sources to develop a clear understanding of real or potential threat to all state forces. Must review classified information and determine what information constitutes law enforcement sensitive information. Responsible for the declassification of military intelligence that is deemed law enforcement sensitive and requires dissemination to local, state, or federal law enforcement agencies operating within the state. Responsible for the overall implementation, oversight, and centralized control of the coordinated anti-terrorism and force protection program for the National Guard of the state. Involves all measures related to physical security and operational security for all facilities, arms/munitions storage activities, and personnel. Often Interprets broad, non-specific higher headquarters directives for JFHQ-ST applicability and implementation. When U.S., DoD, National Guard Bureau, Unified Commands, Army and Air Force directives are not specific, formulates local force protection procedures and policies based on unique command and operational needs. Serves on intra-agency or inter-organizational committees to identify and resolve or to assign responsibilities for resolving safeguards and security issues or to perform similar work assignments. Plans, conducts, directs the conduct of, or coordinates on site security studies, projects, assessments, and surveys of the State in relationship to anti-terrorism and force protection activities. Works with engineers to assess and sign off on all construction projects within the state to ascertain that FP/AT construction standards are complied with. Activities assessed may encompass all security specialties. Analyzes data to identify physical and operations security compliance or non-compliance, vulnerabilities, trends, strengths, and benchmarks. Represents the Adjutant General at meetings, conferences, workshops, panels, etc., at NGB, MAJCOM, MACOM and other federal agency levels as the state force protection and anti-terrorism technical authority. Serves as the chairperson for various boards and working groups to include the Force Protection Board and Threat Working Group. Determines the need for, organizes, and conducts meetings, conferences, and workshops at the state level to discuss and resolve specific force protection issues or problems, or highlight new security policies, procedures, and requirements. Experience:
Must possess the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Experience:
Must have at least 36 months experience in the Security career field or intelligence career field to include technical training schools and drill-status working experience. Must have experience in formulating and implementing plans and processes, overcoming obstacles and conflicts, and managing the state's force protection and anti-terrorism programs. Must have expert experiences in reviewing, analyzing, and assessing law enforcement sensitive information. Experienced in managing and directing assigned program areas, conducting studies and reviews; and, writing, publishing and implementing force protection policies and projects. Knowledgeable in security program specialties to include physical, personnel, and operational security. Experienced in correctly identifying and resolving conflicting and complex policy and program objectives, and procedures within the security functional area. Experienced in the specialized field of force protection and anti-terrorism, and physical and operations security. Has comprehensive, authoritative knowledge of Executive Orders, legislation, and Department of Defense, National Guard Bureau, United States Army, US Air Force, Major Commands and Major Components' policy requirements. Experienced in formulating comprehensive and integrated state force protection programs; and experienced in applying regulatory requirements and reducing command specific vulnerabilities. Competent to apply innovative and new security theories and concepts to provide overall enhanced security of installation resources and personnel. Knowledgeable of law enforcement and security policy requirements and procedures. Possess communication skills to develop organizational working relationships and able to manage program segments with diverse military, civilian, professional, and technical populations. Capable and skilled to provide recommendations for making key decisions and policy development on short and long term security planning. Competent on a broad range of security program relationships, as well as, has significant experiences in applying appropriate policy requirements in the areas of Incidents, Surveys, and Resolution of Findings and associated elements of physical security and information security. Has a working knowledge of DoD Regulation 5240.1-R, Executive Order 12333, Air Force Instruction 10-114, and Army Regulation 380-10. Competent to manage and work with classified operational security information. Has the competence to effectively articulate and efficiently provide advice and recommendations to supervisors and other security experts or groups at higher and lower echelons. Experienced in computer programs and maintains expert computer working skills to write reports, access the internet to research intelligence reports and current world events, and to maintain command level Security programs. Experienced in conducting Capable of and managing long-range studies, projects, or forecasts, either as an independent group member or as the organizer/director. Experienced in enhancing security systems efficiencies or forecasting future security planning, policies, and programs. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data. Ability to apply facts and estimate derived results using numerous sources to a variety of problems having different technical aspects. Competent on complying with force protection objectives, conducting project priorities, along with determining, scheduling and managing needed resources. Experienced in effectively articulating program actions, progress, conflicts, controversial issues, and conditions with far reaching implications. Experienced in researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives, Defense Intelligence Agency Manuals, DoD Manuals, Air Force Manuals, Air Force Instructions, and local Operating Instructions. Experienced as the technical authority and expert on developing local guidance and interpreting security guidelines which include major components, major commands, National Guard Bureau guidance; along with national security policy statements, Executive Orders, DoD and Air Force policies and concepts, and special security policy directives from other sources to include international, host nation, and other agencies such as Army, Air Force, Navy, Marines and Coast Guard. Competent in using initiatives and resourcefulness in researching and implementing new and improved security methods and procedures and establishes criteria for identifying and analyzing trends in security violations and other lapses in security. Experienced in managing programs that involve tasks, assignments, and projects which utilize and require the application of a variety of different and unrelated security criteria and processes; or, have experiences in developing new local procedures to meet force protection requirements. Experienced in providing analysis and testing of a variety of established techniques and methods to evaluate alternatives and arrive at decisions, conclusions, or recommendations regarding the JFHQ-ST force protection and anti-terrorism programs and procedures. Experienced in coordinated with other organizations and agencies to ensure compatibility with their existing protection security systems and demands on available resources. Experienced in the interpretation and reconciliation on various security protection and anti-terrorism program requirements and methodology from the major military components, and major commands, and higher headquarters. Competent in formulating and implementing security approaches, policies, and practices, which are consistent with these higher level requirements while meeting command and subordinate organizational objectives. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
