This position is located in the Army National Guard (ARNG) STARC Headquarters, Command Administrative Office (CAO), State Safety and Occupational Health Office. The primary purpose of this position is to manage the state Safety, Occupational Health and Industrial Hygiene programs through a staff of professional and technical personnel. The incumbent ensures effective program implementation within the broad framework of congressional legislation, executive orders, DOD, Army, and National Guard Bureau policy, goals and objectives. Provides program direction and staff leadership in the administration of a comprehensive safety, occupational health, and industrial hygiene program that encompasses a variety of high risk and hazardous operations. Implements public law mandated programs impacting a significant number of civilian and military employees working in structures used for various levels of administration, supply and maintenance functions. Plans and directs special occupational health/industrial hygiene studies based upon validated need or detected variance from established standards. Ensures SOH & IH staff visits are conducted in conformance with applicable policies, standards and criteria, and that professional support is provided to managers and supervisors for the elimination or control of unsafe conditions and environmental factors. Evaluates and analyzes accident frequency, cause data, accident reports, safety survey reports, unit operations, and other activities having a direct impact on accident prevention, and directs countermeasure programs to correct unsafe procedures or conditions. Represents the Adjutant General at various safety related conferences, meetings, seminars, councils, panels, and boards. Reviews state training plan to ensure that practices and procedures that minimize accident risk are incorporated into military training operations and tactical exercises. Reviews engineering plans to verify that alteration or construction is in compliance with public law, applicable standards and guidelines. Coordinates with and provides assistance to personnel management officials in the development and execution of a comprehensive abatement program for traumatic injury or occupational illness in accordance with the Federal Employees Compensation Act. Identifies and justifies safety, occupational health and industrial hygiene budget requirements to include training, travel, employee health testing, safety equipment and material funds. Experience:
Must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. SPECIALIZED
Experience:
Must have performed industrial construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards and devise hazard control measures applicable to airport ground facilities and supporting industrial shops. Knowledge of psychological and physiological factors sufficient to develop a ground aviation safety education activity for supervisors and employees, to motivate maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modifications where required to achieve a safe working environment. Performed safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations. Performed aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
