Program Analyst

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Represent the RA/DRA/FOD in communication and liaison activities with HUD clients, HUD program officials, local leaders, state legislators, representatives of industry, foundations, universities, public and private interest groups and the media. Lead and conduct projects and studies that require analysis and evaluation of programs effectiveness, including recommending methods of improvement. Research, analyze, evaluate, and reports on system-generated data, narrative information, and statistical data, propose solutions, and develop input for briefings, data-calls, meetings, community and demographic profiles, charts, and the like. Research, analyze, and evaluate policies and regulations to resolve conflicts or other local challenges and customer service complaints, as well as to devise and propose creative, effective, and useful solutions to emerging issues. Experience:
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
-Analyzing and evaluating the effectiveness of agency practices and making recommendations to better establish goals and objectives.; AND -Developing cost-benefit analysis of actions and making recommendations to management.; AND -Developing and implementing community-based education and service programs through customer needs analysis.; AND -Establishing and maintaining working relationships in designated communities with lead organizations and federal, state, and local agencies.; AND -Negotiating and mediating sensitive issues. Experience:
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
-Experience working with a variety of community revitalization, housing redevelopment, economic development and community outreach initiative; AND -Creating community-based education and service programs through analysis of customer needs assessments; AND -Furthering internal and external collaboration efforts across program areas; AND - Analyzing and evaluating to identify and making recommendations to management to resolve issues/problems. Experience:
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes:
- Experience working with a variety of community revitalization and housing redevelopment projects and initiatives; AND - Assessing community needs and making recommendations to management; AND - Analyzing and evaluating agency policy and programs and reporting results to management; AND - Establishing and maintaining working relationships with lead organizations. OREDUCATION:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit. ORCombination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.For the GS-12, you must have been at the GS-11 level for 52 weeks.For the GS-11, you must have been at the GS-9 level for 52 weeks.Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
