Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.In this position, you will support Disaster Operations in FEMA Regional Offices, Region Eight, Regional Administrator through Risk Analyses. Typical assignments include but are not limited to:
Providing technical capability to support disaster operations through Risk Analyses Hazards and U.S. Multi-Hazard loss estimation modeling and other sophisticated GIS-based risk assessment tools. Supporting the Region's major disaster operations activities and catastrophic planning assessment initiatives. Providing guidance during the planning, integration, monitoring, and administration of the GIS component of projects in FEMA Region VIII. Conducting a pro-active GIS training program for the Response Division and Region. Providing first-line communications including problem determination and problem resolution. Making recommendations for resolving GIS issues and requirements. Conducting data gathering, conversion, and analysis of GIS data. Monitoring grants to states and communities for GIS data development from FEMA programs. Promotion Potential:
Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee's ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees. The qualification requirements listed below must be met within 30 days of the closing date of the announcement. You qualify for this position at the IC-12 level (starting salary $76,721) if you possess one full year of specialized experience equivalent to the next lower grade (IC-11) in the Federal Service. Experience:
Performing Geographic Information System (GIS) analysis for hazard identification and risk assessment; Developing standard operating procedures, job aids, guides, or annexes to disaster operation events; Providing advice or guidance in the implementation of mitigation programs and disaster operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment.
