The employee in this position serves as a permanent, full-time Supervisory Fish and Wildlife Biologist for the U.S. Fish and Wildlife Service, Region 6, Montana Ecological Services Field Office, located in Helena, Montana.

Responsible for the supervision and direction of the Endangered Species Act (ESA) Section 7 program; responsible for a wide range of programs and activities as authorized by the ESA, Fish and Wildlife Coordination Act, National Environmental Policy Act, Migratory Bird Treaty Act, Clean Water Act, and various other federal laws, regulations, and policies.
Provide expert technical advice, guidance, and recommendations on complex and controversial policy and technical matters on issues and programs related to Section 7 of the ESA.
Accountable for supervising and directing subordinate staff in activities in support of the ecological services programs, such as oversight of formal consultations and associated biological opinions under Section 7 of the ESA.
Maintain a high level of cooperation and communication with a wide variety of Federal, State, private, and individual organizations as related to legal mandates and responsibilities.
Provide liaison, technical information, and expertise to assist other Federal and State agencies, State and local governments, contractors, educational facilities, private individuals and organizations, and the general public relative to understanding and applying the rules, regulations, and policies regarding Program activities.
Occasional field trips may require travel by auto, truck, aircraft, off road vehicles, boat, horseback, or walking. Some trips may occur in rough terrain and during inclement weather, and may involve overnight camping.
In addition to meeting the Specialized Experience Requirements listed below, applicants must meet the education requirements as described under Basic Education Requirements.
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-12: One year of progressively responsible experience equivalent to at least the GS-11 grade level. Specialized experience includes all of the following: professional biological work providing oversight and guidance on complex and controversial policy and technical issues related to the mitigation of ecological impacts associated with resource development projects and their impact on fish and wildlife; AND oversight of formal Section 7 consultations under the Endangered Species Act; AND collaboratively developing practices to conserve federally listed and/or other at-risk species such as State species of great conservation need; AND implementing other laws such as the National Environmental Policy Act, the Fish and Wildlife Coordination Act, and the Migratory Bird Treaty Act for the protection and conservation of fish and wildlife.
BASIC EDUCATION REQUIREMENT: A. Successful completion of a full 4 year course of study in an accredited college or university leading to a bachelor's degree or higher degree in biological science, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education from an accredited college or university and experience -- courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
This position requires completion of the specific course of study as reflected above. In addition to the Specialized Experience requirement and any applicable Basic Education requirement, the following competencies are required:
(1) Ability to implement the Endangered Species Act; (2) Knowledge of laws, regulations and policies for the protection of fish and wildlife; (3) Ability to lead and direct biological surveys/investigations; (4) Ability to communicate biological information in writing (5) Ability to orally communicate biological information (6) Ability to work collaboratively with outside organizations (7) Ability to supervise a diverse staff.

Full-time work is generally considered to be 35 to 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in qualifying activities.
